What should I do if the swivel portion of my swivel seat does not lock anymore?

Make sure to release the swivel-lock lever after pushing it down to unlock the seat. The swivel seat will not lock if the swivel-lock lever is still pressed down.

If this is an older bench, there may be built-up soap scum, mineral deposits or watermarks causing the brass push pins of the swivel portion to stick. To help, you may spray lubricant, such as WD-40, on the brass push pin inbetween the swivel plates to loosen the pin.
